Mezzanines (TC-7-20)

Mezzanines (TC-7-20): Amend the UDO definition for a mezzanine and allow a mezzanine covering less than 50% of the floor area on one level of a building. Currently, the UDO allows one mezzanine, which must occupy less than 33% of the building footprint, open to the first floor of a building. A mezzanine meeting this condition would not be considered a story.

Background information:

Generally, a mezzanine is a partial floor of a building open to the floor below.

Current Rules:

Definition-- Raleigh's Unified Development Ordinance (UDO) currently defines a mezzanine as an intermediate level (partial floor), open to the first floor below.

Location-- The UDO specifies that a mezzanine is exclusively located on the first floor.

Allowed-- The UDO allows one mezzanine per building. It is not considered a story.

Size-- A mezzanine must occupy less than 33% of the bulding's footprint.

Proposed Text Change:

Definition-- This text change proposes that we define a mezzanine as an intermediate level above the room or space in which it is located.

Location-- A mezzanine would no longer be limited to the first floor; it would be allowed on any floor.

Allowed-- The number of mezzanines allowed in a building would still be limited to one and it would not be considered a story. Any additional intermediate levels (partial floors) or any intermediate level exceeding 50% of the floor area would not be considered a mezzanine; it would then be considered a story.

Size-- A mezzanine must occupy less than 50% of the floor area.

Public Meeting Schedule: This text change is scheduled for discussion at the Planning Commission public meeting on June 9, 2020. We will be collecting comments here through June 2, 2020. Comments after this date should be submitted directly to the Planning Commission via email.
